Yes to a large extent as Democracy can be thought of as power of the people: a way of governing which depends on the will of the people.

Democracy truly reflects the will of majority of people. The beauty of democracy is it also respects the minority.

Democracy reflects the will of the people imperfectly. It gives citizens a voice, but outcomes are shaped by power, media, money, and participation gaps. It works best when institutions are strong, information is fair, and people stay actively engaged.
