North Carolina Proposal Would Ban Welfare Recipients From Buying Lottery Tickets

07:40:03PM (ET) Saturday January 26,2013.

The bill draft would punish vendors for selling lottery tickets to someone who they know is on welfare or in bankruptcy, according to ABC 11 in Raleigh. The lawmakers behind it believe it's counterproductive for the government to accept money from welfare recipients who are struggling to get by.

I know a few years ago they looked at California EBT card usage and a bunch were used in liguor stores and also at Vegas casinos. Don't think they ever stopped it either. I will add that in Pa. at our local lotto dealer you can not use any bankcards at all. It must be cash.

Let's see them try to enforce that.

Besides, in NY at least, you can only use cash to buy lotto, so it's not like they can just use their EBT card.

Interesting. The article gave no stats and no claim from anyone that it's an epidemic. No stories of anyone arrested for child neglect for having starving children gnawing on lottery tickets just to get a little fiber. No stats of ticket sales spiking on welfare check day. Nuthin.

Is it a real problem or is it an ambitious politician trying to build a resume'?

Just my opinion but, those on welfare, should be given debit cards and those debit cards only good for what is allowed, put in a state computer of items that can be purchased. No cash should ever change hands. And those found abusing it should never be allowed welfare again! No lottery tickets should not be allowed to be bought by welfare recipients.

This insanity of welfare must end in the U.S. and only those who meet very strict requirements be allowed aid. No where in the Constitution does it state we the people are responsible for others support or for caring for those who will not work. :mad

It all drives down to the age-old argument about welfare. Is it intended as a temporary income for those experiencing hardship, or is it a means of controlling those who do not want to work?

My money is on both. I feel that there should be two tiers to any benefit system. If you sign up for benefit, you should be given up to a year of no-strings attached reasonable income with which to cover your bills and feed your family. Any medical bills incurred should be covered by insurance, or by a government loan.
Once you've had a year on unemployment, the rules should change. Unemployment benefit should only be paid to those who act within a reasonable set of boundaries, and the government should be allowed to provide whatever training or relocation is necessary to secure permanent employment.
So you want to be a computer technician within 15 minutes commute of your home? Sorry, you've had a year to make it happen. The state needs recycling centre staff, you will go and work there for marginally more than unemployment while you continue to chase your dream.

and why should one be allowed to spend it on anything in the first year?

and why should there not be contols on funds given to those who do not want to work?

If one is needy and wants to work it should make no difference.

Fortunately they have made reforms over the years. Back in the 80's one could take their welfare check into the food store and buy damn near anything and get cash for the balance. People would buy a candy bar and get the cash and then go next door to the party store and buy booze. Sorry but that is not helping those in need. That is just being an enabler. And it was not an anomaly but seen on a regular basis. I know because I had a relative work at the food store back then.

There is no way to prove one is on welfare. You cannot buy a damn ticket with your EBT card... This is just the government trying to keep the poor in check.

I dont want them gambling with my money.
The odds are against the gambler so I dont want them giving my money to the casino....but wait a lottery ticket comes from the govt...on second thought I say let em blow it all and give it back to the govt
Could be a self supporting system after all :humm:

Huh, I just don't see why you would stay on welfare if you've won the lottery. Unless you planned on blowing the lot.
LOL There was a famous rapper who was broadcast on tv riding in a limo to the welfare office LOL. People are strange.

Of course it's our money. We have a different system than you. We're not subjects who receive that which the gov't deigns to give us (despite many citizens forgetting that fact).

I am almost certain that Texas doesn't allow you to buy lottery tickets with anything other than cash... but in all technicality, if anyone wins the lottery they should immediately be flagged as a non-qualified individual for welfare, but we should all know that wont happen :|

There lies your socialist mentality. Because it was not the welfare recipients money either. It was our money which the govt confiscated. When a govt spends irresponsibly and in fact over spends and requires more money from the serfs then at some point it goes from collecting taxes to confiscation.

I don't think any Government can stop or even wants to stop anyone from buying lottery tickets because the system is just setup as a form of voluntary taxation.

Make a debit card for welfare recipients to get only required items and people will buy those and sell them to others for cash and get lottery tickets anyway. It's a great talking point that everyone knows will never work.
