Well, it's just a phrase that doesn't really mean anything as such. Difficult to explain. Have explained it to a few on here before, but can't remember how now.
Londoners (in England) say it a lot in certain parts of London anyway. It's cockney (not proper English, if you like).
It's like crikey, if you know what that means?
'Cor blimey' is used in joking form or serious.
When I used it here, was just joking around, not serious.
