It lets you change the look of your desktop, long in screen, etc in windows.
Yeah ive used this before and it was more hassle than anything. Seemed to take a shit load of memory to run too, maybe that was just my experience with it though.
If i wanted to do anything i would download windows visual themes and change the look that way. A lot safer actually really cant mess anything up this way. Best of all no program to hog resources.
