They need a school spy. A person who could fit in the school crowd as if they were a student. Assign this spy individual cases. The spy could get the child's schedule, figure out his walking path and monitor the situation.
I know it's far fetched but I think it could work.
They should define a set of rules for punishment on bullying.

When I was in high school, I personally did this just to help out some kids I knew.
I would see the bully in action and then place myself in his path to give him a chance to bully me.

I mentioned this in another earlier thread. You are spot on. He needs somebody to watch his back for it to get better. Even then it has to be subtle or the punks will seek out A when away from school potentially.
