"Time" limit to fill tournaments

Is there an "official" time limit to fill tournaments for play in the rules? There are 4 tournaments waiting for 2-3 players, (of which 3 of the 4 I am registered in), until the tournament can start, from February and it seems to me like they will never be filled.

Can there be a time limit placed on how long it takes to fill up a tournament for play? Otherwise, can these tournaments be deleted, please? Thanks...
