“These are not plans,” said Edward W. “Ned” Hill, dean of the College of Urban Affairs at Cleveland State University. “These are two different economic cartoons.”
Hill said any sweeping proposals don’t stand a chance in a polarized Congress, and the candidates are avoiding mentioning specifics because they don’t want to lose votes.
