If the government taxes it's citizens, that is where the money is taken from.
Always, no matter what type of government or economy is in place.
'T was not difficult to keep track of all the taxpayers... or where the money went.
Confused masses expect the experts (in this case politicians) to do what's right.
Except the differences in "what's right" is different between the masses and politicians.
Sadly, the government (of at least the US) has had this system in place ever since the pen was placed on the ancient yet living document called the Constitution.
