Ok, several points to be made here. I went there in 2006 and was by no means in a front line fighting unit, yet we were ALL issued flak jackets with the SAPI (Small Arms Protective Inserts) plates on both front and back. On any mission outside of the base (as well as the guard duty I was on) we were issued side SAPI's and, if requested, shoulder SAPI's. And like I said, I wasn't even with a combat unit.
Secondly, with regards to the malfunctioning IED jammer, I don't think it matters. Early in the war, the insurgents were remotely detonating a large majority of IEDs. Then, we came up with technology to jam the most common cell phone/radio frequencies used to detonate them and installed these packages on HMMWV's. Well, guess what? The bad guys quit doing it! When I left, I believe the number was around 85% of IEDs were being set off by trip wires, which this equipment would have been useless against, and I'm sure the percentage has gone up since then.
