Because he looks like he hopped off his set of his show with the same wardrobe and started the Law and Order show.

really? I would think even in other countries people would know who he was.

I never know what celebrities will be known else where.

I just googled him, cant say I've heard of any of his shows, dont remember them being shown over here.
