I recently discovered authonomy by Harper Collins, the publishing house. Basically all users can upload a book, in sections or the whole thing or you go - whatever. Once you have over 10,000 words you can make it public to the rest of the site, and people will comment, can choose to 'back your book' and rate it.
The sexy part is, if your book ends up in the top 5 ranked books in any month, a copy is sent to five harper collins editors. So you're in with the chance of being picked up and even if you're not, they guarantee they will review your work in their professional capacity.
