Reserve and National Guard Deployments

So my boy told me Thursday that by the end of this year they were shipping his National Guard Unit to Afganistan.A guy a grew up with when the war had just started was a Reserve and they ended up sending him over. Chris the guy thats being sent over this year told me they have more reserve over there than full timers. I don't think thats right. Isn't the National Guard supposed to protect us locally?
