yeah elements is pretty basic version of photoshop so the serial can be used many times.
Download Adobe Photoshop Elements 5.0

Honestly if you have a modern windows system that is kept relatively up to date you already have it. And its not really all that bad to get .Net installed, if the installer is programmed right it can even start the process for you.
