Just a little sample:

New Orleans owns those buses. Here's their significance:
I count 205 busses. When I was a kid, I remember that school busses could carry 66 people. If that is still the case, 13,530 people could be carried to safety in ONE trip using only the busses shown in that picture. One trip.


Houston is 350 miles from New Orleans. At 50 miles per hour, 13,530 people could have reached Houston in seven hours. Turn the buses around. 14 hours later another 13,530 people are in Houston, far away from Katrina's wrath. In a little more than a day's time, you've gotten the poorest people who wanted to leave but couldn't leave on their own out of the city. And you don't have to drive them as far as Houston. It's the closest huge city, but there are lots of smaller towns you could ferry people to more quickly. The shorter the drive, the more trips you can make. Pretty soon 26,000 saved becomes everyone saved. If anyone left behind in the storm survives and then loots, at least they're not endangering thousands of innocent people. Those innocent people aren't there to be endangered. They're somewhere else.

You see, buses have these interesting features on them, Mr. Ebbert, called wheels. They allow buses to move about the streets of a city under the control of a human. Because of their wheels, buses can go to where the people are and offer them a ride. You could tell people to congregate at street corners for easier pickup. Moreover, since the buses are on the road picking up people and moving them out of the city, they're not in the path of the flood when the levee breaks. So you can keep using them to get the few stragglers who managed to survive the storm and the floods. And you can use them to haul in supplies. Troops. Whatever you need.

But since no one mobilized these buses before the storm--ahem, Mr. Ebbert--since no one mobilized them before the storm, the poor in New Orleans had no way of getting out. And now the buses are waterlogged and useless. All 205 of them. They will go on the expense side of the ledger instead of the asset side. That's your fault, Mr. Ebbert. The blame rests with you, sir. You knew the city owned those buses, you knew where to get them, where to fuel them and you probably had a list of the drivers who operate them. Yet there they sit, half submerged.

One emergency manager with half a clue and a couple hundred drivers could have more or less saved New Orleans from turning into Mad Max territory. Terry Ebbert can blame everyone else all he wants, but this crisis is almost entirely his fault.

Now that National Guard and probably true federal troops will be put into New Orleans to quell the violence, and since the city is crawling with journalists and videographers, we're liable to get something on our TVs that will look like a cross between Waco circa 1993 and Tiananmen Square circa 1989. But with the added twist of a racial component. Great.

And it all probably could have been avoided with judicious use of a couple hundred school buses--those inside the frame above as well as the probably dozens of others outside it.

UPDATE: Here's a tight satellite view of the bus lot. It looks to me like there are more than 205 buses there. That's a freeway next to the lot, in the upper part of the frame. It leads to the Superdome in one direction and out of the city in the other.

Thank you. Someone who doesn't automatically jump on Bush for not stopping the hurricane with a bunch of fans blowing out into the Gulf is a rare thing.

You're right, the mayor is very much to blame. Evacuations should have been mandatory, there WERE enough resources for an evacuation. But it was totally fucked up, people were stranded, people are dieing. This hurricane was beyond the capabilities of state and local government to deal with. It required a national response. This is where FEMA stepped up to the plate and failed misseralbly. FEMA is under direct control of "Homeland Security" since the attacts of 9/11. FEMA has always had a history of being underfunded, but under the management of James Lee Witt, it did wonders. Now with the Bush administration taking focus off natural disasters and putting it on terrorism FEMA is floundering and failing.

The newly appointed leadership of the agency showed little interest in its work or in the missions pursued by the departed Witt. Then came the Sept. 11 attacks and the creation of the Department of Homeland Security. Soon FEMA was being absorbed into the "homeland security borg."

This year it was announced that FEMA is to "officially" lose the disaster preparedness function that it has had since its creation. The move is a death blow to an agency that was already on life support. In fact, FEMA employees have been directed not to become involved in disaster preparedness functions, since a new directorate (yet to be established) will have that mission.
Now local governments and autorities will have to rely on their own resources for natural disasters.

So yes... I blame Bush

and if the Feds did everything everyone wanted, they'd have to raise taxes - and then people would complain about that. The Feds do everything they can within their budget - and often exceed that budget. There has to be cutbacks. Im sure you wouldn't want education to be cut back?

FEMA has an annual budget of $6.3 billion dollars.
"FEMA's budget will meet the President's challenge to enhance America's homeland security while bolstering our disaster mitigation and response capabilities," FEMA Director Joe M. Allbaugh said in outlining key provisions of the budget request for the fiscal year.

According to Director Allbaugh, FEMA is requesting $3.5 billion to aid the nation's first responders-the firefighters, police officers and emergency medical technicians of America's homeland defense.

The agency also is asking for a total of $1.8 billion for the President's Disaster Relief Fund to cover obligations for prior-year declarations and costs for future declared disasters, and $300 million for a new pre-disaster mitigation program that will provide competitive grants for projects that reduce future disaster risks.

Other highlights of the budget request include:

* $117.4 million for financial and technical assistance to improve mitigation techniques and planning processes for reducing damage from earthquakes, hurricanes, dam failures and floods.
* $300 million to update and digitize flood maps and make them available over the Internet.
* $50 million for FEMA's Office of National Preparedness to work with states and localities on terrorism preparedness and administer the first responder grant program.

The budget also proposes to transfer the agency's Emergency Food and Shelter Program to the U.S. Department of Housing and Urban Development to permit better coordination of services for the homeless.

The budget proposal calls for 2,735 full-time equivalent, non-disaster FEMA employees.

Compare that to the $193 Billion already spent on the war. Of all the billions waisted in government spending, I don't see FEMA as being one of them.

Most of them are welfare people. The Jails were opend so the criminals could get away. But what did they do? they joined up with there Thug gangster and started looting the city. Most of these people had nothing and therefore had nothing to lose. Thus they looted and raped tried to burn the city out. I saw on T.V. were the Mayor was thanking the other Mayors of Las Vegas and Atlanta for taking in the homeless. Well thats all fine and good but they will be getting a free hotle for several months and 100 dollars a day for expenses until there welfare homes are set up so they can go back and squat and live off the rest of us.
Welfare is a terrible cyle that breeds lazyness.
I've been in several hurricanes that have destroyed alot of property and caused a great amount of hardship. But I have never seen as much looting and crime happen except for this one that hit New orleans.
Most of the time you see the best of people during a crisis. The goddness will be shown. What I saw in New Orleans made me realize that people who are conditioned do be dependent on the Govt. Will expect a handout evertime time there is an emergency. Most of those people could have left the city or taken steps to help one another but I never saw it.

you'll see the Dems trying to beat on Bush for this right thru the next election and look like fools again as far as i'm concerned, :tard 's and then try to stick another ideot like Kerry in office i could have voted Dem but they always seem to pick the worst they can find and then blame the rest of us for every thing,oh and i'm an independent voter.PS glad to see some young people tell it like it is. :woohoo :usa

I'm also an Independant.. I just can't seem to get behind either party, they are too far divided with way too much fighting going on between them for my tastes. I will give my full support to any cannidate that is GOOD for this country. I just hope one steps up to the plate next election, but I won't be holding my breath.

I just hope I live to see the day when all political bullshit is put aside to bring someone to the presidency that can make a difference. Fuck the Dems and Republicans, offer a Huge salary and let the top CEO's of this country apply for the job and get someone in office that knows how to make good decisions.

Yes he did, but he got real flaky at the end and blew his momentum. It was a good idea though, it would have shaked up this system and forced changes. I would rather a sucessful buisnesman in office than a politician.

The arguement most made about that statement is "Well a buisnessman doesn't know forien policy and how the system works" To that I say, "A really good buisnessman will put the right people in the right job. He will do whatever it takes to make his company (the USA) sucessful"
