Actually it very easy to "organize" a photo contest.

Post a topic, collect the pictures and make a poll... pretty simple.

Maybe it has to do with all the rules, conditions, time lines, and bitching that goes along with it. And before you say anything, I have hosted several photo and drawing competitions in the past on this site ans it was NEVER difficult.
