Going off of what Natasha said, the parents were called numerous times with no answer.
I'm guessing home life for the little girl sucks with no structure or rules.
They tried to calm the girl for over an hour according to local news reports. And mom's excuse for being unreachable is that her phone was out of minutes. Sorry, unacceptable when you have kids.

Highly possible of no rules at home..or maybe a child with issues..either way she needs better parents or counseling.

I could be from just one incident in her life or could be a mental and or physical defect.
