No it's oobleck, a Non-Newtonian fluid. You can make it by adding corn starch to water. Non-Newtonian fluids will act just like any other fluid under normal circumstances, but when any type of force is applied, it acts like a solid. A good example of this is if you were to fill a pool with it, you could walk on the surface if you move quick enough. You won't even get any on your feet, but if you hesitate for even a moment, you will sink like a log.
We made some here at the house once. It was the coolest stuff to play with. You can fill a bowl with it and it pours like thick milk, but take your finger and try to quickly poke a hole in the top of the mix and it's like hitting a wall. If you go slow, it goes in just like yogurt.
Now when this guy poured the mixture on the speaker, it acted like a solid when the right vibration was applied to it. The vibration stiffens it up and lifts it into weird shapes. But there isn't anything electrical going on, just vibration from the speaker.
