How is it legal to buy prescription drugs online and bring it into the USA?

My mom has bought anxiety and other medications in other countries and they shipped into America. Not only would I worry about the quality of the drugs without FDA regulations, I don't know how it can be legal. She swears that is it not illegal. Are the drug laws involving prescriptions different than street drugs? Does the FDA only have power over drugs produced in the USA? It's a little confusing.

If she has been prescribed the drugs by a doctor then I don't think it is illegal. The companies she is dealing with are simply fulfilling a request from a licensed health practitioner.

I would be concerned about the source of the drugs..with drugs we are talking about very small amounts of the actual drug...the greater part of tablet for instance is just a way to get the drug down.
I would not want meds that came from some sweat shop or any under developed country.

That'd depend on where she's getting it from. Canada, Europe (West), S. Korea and Japan are relatively safe to order from because their regulations are just as strict if not more strict than the FDA's. However the thing about ordering online (US) is that they verify the actual prescription. I order contacts online all the time but they require your doctor's phone number and a copy of the prescription before they complete the order because in the US you must have a prescription to order contacts. Doesn't matter if it's plano or not.

I don't think I stated this, but she is getting the meds without a prescription. Why would someone with a prescription fill it overseas? She is getting them there because she doesn't have to have them prescribed. This is my whole point. The FDA doesn't regulate prescription drugs coming into the US?

In the case of ordering overseas prescriptions, it's because it's cheaper. Getting some medications in the US is much more expensive than buying from someplace like Canada. For a while I got medication from Canada at a much lower price than I would get in the US. My contacts and glasses are the same way. I get them for way cheaper than if I went to a store.

FDA doesn't overly regulate a ton of stuff online because honestly it's hard to keep track of thousands of websites. Not only that, but their concern is primarily with investigating US companies, not foreign ones. Even when importing items, generally they check to see that it's sealed, that tariffs have been paid, ect. Not only that, but most meds overseas often come to the states under the label of health supplements, which aren't regulated at all.

However since she's getting them for anxiety, I'd be extremely wary. It's safer to get a prescription for them because anxiety medication can affect the mind heavily. And the countries I've listed above have FDA equivalent restrictions so they're safe to consume.

Thank you for the detailed answer. It was exactly what I was looking for. Now that you mention it, I think I did read that sometimes they declare it as herbal supplements. I understand the FDA doesn't regulate that, even when it is made here, but you think customs would be a little more concerned about it.
She didn't buy them in Canada, it was overseas somewhere. It also cost more than it would here, but she didn't have insurance, and paid cash, and didn't have to go to a doctor, so she went this route. I would be very leery of any drug made outside FDA jurisdiction, myself.
