Register the domain name. I recommend Godaddy. Then find web hosting. Your web host provider will give you the nameserver to point your name to, go to your domain manager (where you registered your domain), set your nameserver to point to your hosts server. You'll get FTP access, upload your files into your public_html or www folder and thats what appears on the web. Make sure you get reliable hosting, cheaper hosting usually means crappier hosting. Stick with a large company that's been around a while or someone you trust.

I can't recommend any regular web hosting, as I've never had good luck with any of them. I provide web hosting starting at $4.99/mo, you wouldn't have to worry about quality I assure you. I can't compete with godaddy's prices, but I do run a much faster server. I think godaddy is like $3 a month, thats pretty damn cheap.
