haha, my name is on there.....but seriously it looks like either a dead monitor of graphix card. first thing to try is reinstall the gfx card drivers. if that dosnt fix it try a dif monitor then the gfx card unless u have a gfx card laying around to test.

Agreed on the drivers, but isn't safe mode 8-bit color? If it's in safe mode and still doing that, sounds like hardware to me, see if you can get a compatible screencard from someone else, and test that, maybe time for a little investment into a new one?
