Sounds like a good plan.

Only thing is might be some pranksters that may want to send out fake alert messages to fool people they receiving the real ones just for kicks. That's the only drawback I could think of.

I don't know, this kind of worries me. I mean, I don't really see them doing anything more then sending alerts, but it's kind of weird to see them be able to do that...:unsure:
