There are a lot of mobile phones that offer good camera, but most of them are still far behind from a regular camera. Does the megapixel of a phone's camera really matter? For instance, IPhone 5S' 8-megapixel camera has better picture quality than one that is 13 megapixels.

I never thought that megapixels of cameras or cell phone cameras would really matter that much.

However I realized to be wrong just few days ago when the Christmas decoration in my city were turned on.

My cell phone has 1 megapixel resolution and my photos are really poor quality compared with those that my friends took with much better digital cameras or cell phone with at least 8 megapixels and above.

I think it matters a bit but not much. I think it is more important to have a better quality lens than 1000000 megapixels. 8 produces good enough images, i don't it would be easy to tell the difference with pixels higher than that without a better lens

The number of megapixels (millions of pixels) that a camera is capable of shooting pictures at is only important if you plan on scaling the images up to say A3, A2, A1 or A0, like small to large posters for instance. But of course, a camera that only shoots pictures at less than 3.2 megapixels is not going to be very flexible when it comes to printing. Also, the number of megapixels is not the only important factor to consider when buying a camera. Different camera use different quality sensors and other components. So really you need to be reading reviews of the cameras/camera-phones and seeing if the majority of people like the picture quality.

Depends on how you use your phone... if it is that all in one device and you use it for a lot of photosharing sites then yes it does matter. If you don't take that many photos or only use it in rare situations then no not really. The cell phone camera has pretty much become the point and shoot camera of current time, but real photographers stick to the high end digital cameras with the assortment of lenses and assesories they need. The largest difference is the digital zoom versus optical zoom, but nowadays most of the cell phone cameras are far better than the old point and shoot digital cameras of a few years ago and you don't have to lug around two devices. as for the megapixels, it mostly makes a difference in what you are doing with the photos and where you intend on viewing them, on the cell phone not so much but if you are printing them or uploading to the web then a nice high resolution photo will look night and day different
