its news for two reasons:

a major computer distribution company has or will be giving options to customers, one which is completely free software.

and

if you want linux, sure you can download a version for free, but if you bought a dell, you'd also buy windows. if you want linux, you dont want windows, or you are really thinking of changing operating systems. why have the windows cd if you dont want it? just more money used for something you didnt want...
