Michael Sisk, 25, and Candace Clark, 23, were charged Wednesday with first-degree intentional homicide after police recovered a badly tortured boy from their rental home and the body of a 36-year-old woman from their garden on June 14.
A second search of the home, performed after Clerc told officers they missed one child, turned up a malnourished 11-year-old, blood-streaked boy locked in a closet. When officers returned to the residence, according a 42-count criminal complaint filed Wednesday, they found the boy crying and curled up in a locked closet.
His body, according to doctors at the University of Wisconsin Hospital, was covered in burns, cuts and bruises so extensive the boy could not walk.
“ACG (the boy) said he was also hog-tied by the others. … He would then be put in the bathtub, and they would run scalding hot water over him,” the criminal complaint said. “At times the others would also heat water on the stove and then bring that into the bathroom and throw it on ACG.”
Sisk, Clark and Clerc were subsequently arrested on suspicion of child abuse.
The boy told a doctor, according to the criminal complaint, “I don’t want to hurt no more.”
Police also recovered the body of 36-year-old Tammie Garlin, ACG’s mother, from underneath a garden in the home’s backyard, after her daughter, Felicia Garlin, told officers that she, Sisk and Clark buried the body in the backyard, the criminal complaint said.
The younger Garlin told police her mother had been sick in the basement of the home for a week before she died.
Felicia Garlin told a detective when her mother was unable to use the bathroom and had to be hauled upstairs, Clark said “she was tired” of Tammie Garlin stinking up the house, “and she was going to buy a shovel and bury Tammie and ACG alive,” according to the criminal complaint.
