Best format to convert a video so it's under 15MB?

i want to upload a 4 min vid to Flickr but its over 100 MB's... what's the best format to compress it without loss of quality?

Anytime you compress a video it is going to lose some quality.
H264 would probably do best but avi would be more universally recognized.
