MORRISVILLE, N.C. - The Bush administration on Monday proposed a new rule to improve the safety of school bus seats and expand the use of shoulder belts, but stopped short of ordering that all new buses include seat belts.

I never understood buses not having seatbelts. When I was a kid, we would be bouncing around the bus with nothing to hold onto; if the bus rolled over we would have been like little popping balls in those toddler toys.

That's nothing new. the bus I rode in 6th grade had seatbelts. And AC and Heating. The bus was hella cool.:cool
