Any way to resize this?

It's a GIF, so I can't use paint like I normally would, and apparently it's too big of a file to upload and resize with Image Shack. Is anybody here able to help? I tried downloading Microsoft Image Resizer but it's not dowloading for some reason. :confused And maybe if it's possible, stop the image from getting all pixelated when it moves? But that's not my main problem, I just want it resized.



If it's possible, I want it about the around 150x112? I'm not sure, just smaller than this though. Maybe a little bigger than this size-

no the link is the reason why it doesnt work. my work blocks photo bucket and any attachments from there. if you uploaded it from your hard drive i could see it

Yeah, it's on my computer(My Pictures), but apparently the file is like, 811 kb, and OTZ can't do more than 234 kb.
