Fred, I'm sorry you are going through this and I don't know everything there is to know about your neighbors, to be able to give you a correct reply, so let me ask you..
Are the dogs chained outside all the time?.. Then it is not the dogs fault if they bark all day..
Do they bark incessantly while they are indoors?.. Then it is not the dogs fault if they bark all day..
I'm really frowning after reading the suggestions to harm the dogs... No one has the right to neglect and abuse animals!.. Not even while joking!..
I know that, because I have been taking into my house, rehabilitating and taking care of hundreds of small abused and neglected animals for the last thirty years.. from dogs and cats, to small and large birds... from mice and rats, to snakes and all kinds of reptiles... and I have never let one single dog bark for more than a minute or two..
... And no.. I am not one of "those" animal rights people..
...I am just a gentle and very quiet grandmother that truly cares for every living thing.. person.. animal or plant..
Here is my story, and I hope I can help you with your problem, or at least give you some ideas..
I live in a private neighborhood, in the middle of the woods... smack in the middle of the township.. The neighborhood is considered a mix of rural and historic place and we have somewhat different township regulations as far as what we can and can't do here..
We all share a little dirt road that cuts through all our properties, the houses are about 300 feet from each other, there is no outside through traffic, except from the neighbors going in and out of the community and an occasional delivery truck..
We also pay for, and do our own repairs to maintain our own part of the road, with our own money.. My husband and I personally move about forty tons of stones.. by hand.. every single year.. Every neighbor does that in their property... No public works here..
We don't even get mail delivered to our houses, we have to drive up a little hill and then some more, to where the mail boxes are.. in a road that belongs to the county.. but it's not cleared of snow like the rest of the town..
We get trash pick up once a week... if there is no snow, while the rest of the township gets theirs picked up twice a week, snow or no snow..
We get no help with snow removal from the county or township because we live in a private neighborhood and have a private road.. their truck drivers will not come on private roads..
If we see a police car going by once or twice every six months is probably too much... or something happened to a neighbor...
I'm sure you get the idea after reading the above..
Yet, we pay taxes like everyone else, at the exact same rate as the newer parts of the town with big new houses, although all of ours are old winterized summer cabins..
I have also been "blessed" with neighbors from hell, on both sides of my house and it is impossible to talk with them..
Believe me when I say I have tried to have a nice conversation with my neighbors many times .. only to have my life threatened.. so I never talked with them again... and we all drive across their properties very slow, because they refuse to fix their part of the road.. They know they can't be forced by law to do that..
For years, the neighbors on the right side of my house had many dogs chained outside, barking 24 hours a day.. they were there through heat waves, wind, snow and ice storms, drizzle and heavy rains and floods -yes, we flood fairly regularly here.. about three or four times a year on average- until the dogs died... Then they would get another... and another...
In desperation, I started by going to the library and doing some research about the laws in my county and township..
Then, did some more research online...
When I had all my information ready, I went to the police department and made a formal report and complaint..
They issued a cease and desist order to them to stop chaining their dogs outside..
They were also fined for breaking noise laws, cruelty to animals, and a few more..
When the barking continued, I paid a visit to my municipal building, and gave them all the previous information, including the police reports..
The municipal inspectors then came to their house, and gave them more fines...
- for having unlicensed dogs,
- for allowing nuisance barking,
- for infringing and disturbing the peace in the neighborhood,
- for failure to clean up the dogs waste..
-although the dogs were inside the perimeter of their property, there are many laws about health safety in every municipality in the country, no matter where you live... private neighborhoods or not.. inside or outside of city or town limits.. It does not make a difference.. laws are created for everyone..
After that visit, the municipal inspector got in touch with animal control, which falls under the municipal and county jurisdiction here, and reported what they had done and witnessed..
The animal control officer came, removed every animal they had, and issued more fines..
- for failure to provide adequate shelter..
- for failure to provide clean food and water..
- for failure to provide veterinary care to sick animals, including rabies vaccines and others..
My neighbors have been banned from owning a single animal for life, and if they break that ban, they will face court proceedings and jail time..
I don't know if they ever paid those fines, and I don't really care.. All I know is that I've had peace and quiet for a few years, and if I ever see another dog chained there, in my own very quiet way I will do the same thing again!..
Please do some in depth research about laws in your state, municipality, town, etc.. You will be amazed at the power you have in your hands without saying a word to your clueless neighbors..
